Mayor Stephanie Rawlings-Blake invites you to get hip in Baltimorewith B-HiP! These incentives are specifically tailored for Baltimore City homebuyers. What is extraordinary about B-HiP incentives is that they are stackable- meaning they can be layered, so you the homebuyer can take advantage of as many incentives as you qualify for.
V2V (Vacants to Value)$10,000 Homeownership Program

Home Counseling Certificates can be obtained by fulfilling two requirements to the Program's Guidelines' satisfaction:
1) Complete Home Counseling class
2) One on One Counseling with a Personal Counselor

Newly Constructed Dwelling Property Tax Credit
The first buyer of a newly constructed or substantially rehabilitated vacant house can receive a 50% reduction in property taxes in year one reducing to a 10% reduction in year five.
